Commissioning

Assured delivery. Smooth, safe, and timely start-ups.

We integrate commissioning into project planning from the start. We coordinate across disciplines, bridge gaps between engineering and operations, and bring the calm authority needed to execute complex scopes in demanding environments.

OUR VALUE

Disciplined Delivery

Commissioning is where projects succeed or unravel. It's the moment where design intent meets operational reality, and one of the most complex, high-risk, and time-sensitive phases of any industrial project.

At ICSS, we treat commissioning with the gravitas it deserves. We integrate commissioning into project planning from the outset. We coordinate across disciplines, bridge gaps between engineering and operations, and bring the calm authority needed to execute complex scopes in demanding environments.

We focus on disciplined delivery, operational coordination, and technical assurance to help clients achieve smooth, safe, and timely start-ups. Our structured methodology reduces risk, minimises disruption, and builds confidence at every stage.

From the Start

In greenfield projects, commissioning is often left too late. That's why we embed it early, developing detailed commissioning and implementation strategies alongside the design process. We work closely with the engineering team to shape systems that are not only safe and functional, but testable, operable, and start-up ready.

Our engineers bring rare cross-discipline expertise, spanning design, operations, and automation systems. This enables us to anticipate issues, define clear test procedures, and de-risk commissioning before site execution even begins.

Whether managing commissioning on behalf of the client or delivering specific scopes, our early involvement improves coordination, reduces uncertainty, and supports confident transition to operations.

Managed Complexity

In brownfield environments, commissioning becomes even more critical, and more complex. Systems must be modified live, integrated carefully, and validated under real constraints. A misstep doesn't just cause delay, it can impact production, safety, and trust.

ICSS is built for this challenge. Our commissioning engineers have extensive experience in brownfield delivery, including shutdowns, hot cutovers, and staged migrations. We engage early with site teams, helping them understand the risks, the plan, and the mitigation strategies, without drowning them in technical detail.

Through structured processes and clear communications, we make complexity manageable, ensure stakeholder alignment, and keep delivery focused and controlled.

Risk Based

Commissioning doesn't end in the final phase of asset life. It shifts toward safe isolation, system simplification, and equipment decommissioning. These activities require the same technical assurance as early-stage start-ups but adapted to new priorities.

We help clients manage these transitions by defining proportionate test strategies, verifying system status, validating equipment isolations, and ensuring that systems continue to support safe and compliant operation. Our approach focuses on efficiency and practical outcomes, supported by structured risk management that safeguards both integrity and equipment performance.

We stay engaged through to the final phase, ensuring late-life activities are delivered efficiently and aligned with the operational risk profile.

The ICSS Difference

We treat commissioning as a core engineering discipline, not a late-stage task. Our engineers provide the structure, coordination, and technical leadership needed to deliver commissioning outcomes that meet both project and operational requirements.

We act as the interface between what was designed and what must operate. Between what was planned and what must perform. And between vendors, EPCs, and site teams who need someone to lead with clarity and confidence.

At ICSS, commissioning is not just a project phase. It is a strategic function that supports long-term performance.

OUR APPROACH

01 Strategy

We develop a robust commissioning strategy early in the engineering phase, well before systems are built. This strategy aligns the implementation and commissioning scope with design, construction, and operational constraints.

By incorporating commissioning into early decision-making, we reduce late-stage design changes, improve constructability, and support a more predictable and efficient start-up. The strategy provides a clear framework for execution and aligns stakeholders around shared objectives.

02 Procedures

We develop detailed static and dynamic commissioning procedures, integrating input from multiple disciplines and aligning with project phasing, risk controls, and operational readiness requirements.

Our procedures are actionable, field-ready, and operations-informed. We know what needs to happen and when. Our structured approach provides confidence across engineering, operations, and vendor teams.

03 Virtual Commissioning

We specify, manage, and execute virtual commissioning environments using accurate process and control system simulators. These allow us to test control schemes, validate system integration, and prove commissioning procedures before site execution begins.

This step is a game-changer. By catching issues in simulation, we drastically reduce rework, cut site commissioning effort, and increase the likelihood of a flawless start-up. Resulting in fewer surprises and faster delivery.

04 Vendor Management

We coordinate and manage all vendor-related commissioning activities, including Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), and integration testing across packages and systems.

We hold vendors to account. With deep system knowledge, we lead vendor tests, ensuring performance, compliance, and interface integrity are validated before handover. We ensure what's tested is what matters, and what's delivered performs as intended.

05 Static Commissioning

We plan and execute static commissioning of control and instrumentation systems, verifying installations, power-up, loop checks, and physical device integrity in line with project specifications.

Our workpacks and procedures are structured to support efficient execution and provide traceability for all verification activities. This helps reduce commissioning delays and supports a clean handover to dynamic testing.

06 Dynamic Commissioning

We execute live functional testing, loop tuning, interlock verification, sequence validation, and end-to-end testing of systems and processes, often during hot cutovers or phased migrations.

Our commissioning teams understand the operational constraints and safety considerations involved in dynamic testing. We ensure that changes are introduced in a controlled, predictable manner, minimising disruption and maintaining process stability.

07 Handover

We manage technical and documentation handover to operations, ensuring all systems are accepted, certified, and transitioned with confidence. We provide clean as-commissioned records, training, and support.

We don't leave a mess behind. Our structured handover ensures the client inherits a system that is understood, documented, and ready to run. This supports a smoother start-up and helps ensure long-term performance.

08 Commissioning Authority

We act as commissioning authority on behalf of the client, taking full accountability for commissioning activities, from early project phases through to handover. This includes leading planning and execution meetings, coordinating across disciplines and managing both office-based and site execution.

Our role provides leadership and technical oversight to ensure commissioning is integrated into the broader project lifecycle. By engaging early and maintaining continuity through delivery, we support alignment between design, construction, and operations, helping to ensure systems are verified, compliant, and ready for safe, reliable use.
