An independent systems engineering peer review gave a major control and safety system upgrade a clearer view of offshore execution readiness and remaining delivery risk.
The Challenge
A major oil and gas operator was progressing a Control and Safety System upgrade and needed an independent peer review before offshore execution.
The project carried the usual challenges of a live-asset upgrade: design maturity, supplier delivery, software and hardware build status, test coverage, change control, construction readiness, commissioning sequencing, and operational handover all had to align before the shutdown window.
ICSS was asked to facilitate and chair an independent review workshop, assess the project's readiness across the full delivery lifecycle, and provide practical recommendations to reduce remaining delivery risk.
Our Scope
ICSS facilitated and chaired an independent peer review workshop covering the key workstreams that would determine whether the upgrade was ready for offshore execution.
The review examined the design and engineering process applied to the project, including the status of critical deliverables, activities, and technical decisions. It also assessed the implementation approach used for the Control and Safety System software and hardware build, with particular focus on vendor deliverables and delivery readiness.
Verification and validation were reviewed in detail, including the test strategy for the Control and Safety System modifications, the status of change management, vendor quality assurance, design reviews, and ICP/IVB engagement within the assurance process.
The workshop also covered installation and commissioning readiness, including migration strategy, shutdown timeline, construction workpacks, commissioning procedures, vendor deliverables, modification test coverage, FAT credit, installation risks, commissioning mitigations, dynamic commissioning, and assurance testing.
Operations and maintenance readiness were also assessed, including the status of key deliverables, supporting activities, and spares availability required to sustain the upgraded system after handover.
The Result
Following the independent review, ICSS issued a comprehensive report and presented the key findings to the client's technical assurance and management teams.
The review confirmed that the project team had a detailed understanding of the upgrade scope and offshore execution strategy. It also recognised that the team had the competence and expertise needed to execute the scope, with a high level of diligence applied throughout the project lifecycle.
Several practical recommendations were provided to further reduce delivery risk, strengthen assurance ahead of offshore execution, and help the project team focus attention on the remaining areas that mattered most before implementation.
The result was a clearer, independent view of execution readiness and a stronger basis for progressing the Control and Safety System upgrade into the offshore phase.
